Hello, I just got the cali raised led fog pod mount and having trouble taken the factory fog light out. When I try to take the bolt out on the back with a Phillips head some white thing under the bolt is turning. Do I need an extra tool to put there to hold while I turn?

The factory fogs just pop out. Pry in the middle and they should pop out.

Nope. The Phillips screw is to aim the fog light. If you look at the picture you posted, the red arrow is pointing at the nub/post that holds the fog light in. If you wedge a plastic pry tool in the middle of the fog light horizontally you'll pop the post out of the bumper and the fog will come out.
