Power Steering problems

    My taco's power steering pump pulley seized up and I got it loose but I broke the shaft lose from the bearings and the pulley and shaft fell completely off. I replaced the pump and flushed the fluid but the steering is still stiff. While I was replacing it, the steering was loose for a minute and then stiffened up again any ideas or threads I need to look at to fix the issue. And could any metal shavings get into the fluid when the shaft broke?
