I’ve noticed the fog light switch doesn’t light up and it appears the dash and instruments have the back lighting on all the time, is this normal?

No, theres a tiny bulb in that button. Should come on when u turn on your headlights/parking lights.
Make sure the dimmer switch isnt turned way down, try lightly smacking the underside of the dash near the switch too.

    If no go, replace bulb

instrument cluster is on all the time while running, fog light switch should illuminate when the lights are turned on. Fog lights only work when lights are on (not just parking lights). There is an "any time fog light" mod you can do if you want, just search for it.
