So I have been having this problem with the truck that it won't start only when its cold it seems like (under 15 degrees). I tracked it down to the fuel pump not priming. I did not hear it outside the tank and I popped the cap off and still did not hear a sound. Next I went to the fuse box. The EFI fuse is good, EFI relay clicks. Fuel pump relay DOES NOT click. So I took the relay out and went inside and checked it with a battery and it does click when I hook it up to a 12V battery. Now this is where I am stuck. I wouldn't the Fuel pump relay click in the car but does outside when I connect it to a battery?

Because for some reason the ECU is not commanding the relay to energize. there is nothing wrong with the relay.

I would guess that you have the engine immobilizer that is not reading the chipped key.

Its gotta be this remote starter. I had this thing installed like two weeks ago and it has been giving me issues. They keep trying to things to fix it and it came to the point where i thought Maybe it was something with my car? Im gonna have to ask for my money back. They can't get it to work right.

Once again (apparently), aftermarket accessories - all too often poorly installed - cause an issue. So sad. And I hate to piss on your parade, but you may have another issue even if the shop that installed it removes it. All too often I've seen "professional installers" spice into wiring harnesses by slicing a piece of insulation off the wire they want to splice into with a pocket knife, then striping and wrapping the end of the wire they want to splice in around that exposed section. Sometimes they even wrap a small piece of electrical tape around the mess to "insulate it." By the time I usually find this kind of hack work, I'm in no mood to deal with it. I hope this didn't happen to you because you have no idea how bad some of the stuff I've seen truly is.

So if you elect to have the shop in-install it, you might want to check their work - before and after - to make sure you don't have any problems down the road.

I don't think Yota fuel pumps get power until the engine cranks unlike most US manufacturers which power it up as soon as the key is turned to the run position. Your issue will very likely be due to the shop that installed the remote starter, they spliced into the wire that powers up the FP relay and it no longer can shunt power to it. No FP relay closing, no power to the fuel pump.
