Just curious, why are they considered for Off Road Performance? Why would Toyota not use them on the Landcruiser, FJ Cruiser, 4 Runner which are also Off Road Vehicles?

Had this happen to me in a little two seater while living in Germany once. Brake line was frozen, but not set hard. I pulled out of the parking lot and went down two blocks. Clutched to downshift (or up, can't remember) in the middle of a left hand turn intersection and rears locked up and spun me in a quick 360 or two. Roads were in bad shape so the two combined pulled an immediate loss of control on me. I've learned to try not to set the brake all the way, that give you a little cable to tug and hopefully unstick a frozen cable. I could tell it was the cable because of the way the tension wouldn't catch initially.

Well it warmed up here today so I got under the truck on the driveway, no lifting. Now that I understand better I really started looking for how water gets in the brake sheath. I discover that the sheath is not continuous but has joints. Also I started pulling the sheat where it meets the drum brake and sure enough it receded about 1/2 inch or more and water dripped out, not a lot but still.
So now I will figure out how to cover or seal places where water may get in.
This does not address water getting into the drums directly when sprayed or hosed specially from the back. But that water should drip out of the drum and not clog the e-brake cable or assy.
It is apparent however that Toyota does not give a shit about making drum e-brakes water proof.
Like I said before, there are and there have been millions of cars with drum rear brakes that spend their lives in cold, freezing winter and do not gave this issue.

Lower mainland here, happened tonight when I got off work, truck parked for 10 hours and -8 out. 4lo forward and back freed it up a bit along with some movement of the lines. Took about 45 minutes and the ebrake has no resistance for the first quarter of the pull when I tried to set it to get under the truck (didn't leave it on due to cold weather)

Happen to me last night as well. Mines at JP Toyota in Surrey. Used the free Roadside under Toyota warranty. We'll see what they have to say.
