Here's my cheap and very effective solution:

3 black plastic crates from Office Depot (or Office Max):
    https://www.officedepot.com/a/produ...VEIZpCh2ZRwMcEAYYAyABEgIInPD_BwE&gclsrc=aw.ds

4 black zip ties (also available at Office Depot)
2 short bungee cords (also available at Office Depot)

Arrange the 3 crates lengthwise end to end and zip tie them together to form one long piece.
Set them in the bed near the tailgate (they fit perfectly, lengthwise)
Bungee to the 2 galvanized loops on the floor of the truck bed.
    Insert groceries into crates.
Remove crates when not in use.

$20 solution. Works with all covers. Does not require rails.

Awesome - how difficult was it to install these? And do you think they'd be strong enough to serve as cargo tie-downs?

Extremely easy to install. If I remember correctly, I used the existing bolts to fasten them (not 100% sure about this).

I use these rings with bungee chords, and in conjunction with the rubber mat, they keep whatever i want "secure".

I would never use these rings with ratchet straps though, since the tension would rip them right out.

They are very useful, and out if the way when not needed.

Went grocery shopping today and snapped a pic of the setup. 3 crates fits the bed perfectly:
