I did a quick search here but couldn't find a similar issue. My 4wd Lo light started flashing while I was driving down the highway (in 2wd lol). It doesn't seem to do anything when turning it to 4wd low or high. It stays flashing at any position.

Is there a way to test the actuator?

Have you tried engaging 4lo and then returning back to 2wd ?

Yes, I tried going back and forth between all the modes, I seems to stay in 2wd regardless of the switch. I pulled the plug and checked the connection on the actuator and still the same.

    Found this on ToyotaNation
Sounds to me like a front diff actuator going bad... Best way to check it is to get all 4 wheels off the ground and put the truck in gear. Engage 4hi and see if the shaft from the transfer case to the diff is spinning. If it is and your wheels are not then that's most likely the problem. If the shaft from the transfer case to the diff doesn't spin then I would look at the transfer case actuator. The Toyota scan
toolhas active tests to make it an easier diag but you can do it yourself like I just described...

I will try tonight and see what happens.
