1st gen Tacoma closed loop on cold start

    I have a 2002 Tacoma with a 5vz-fe engine. On startup with a cold engine it stays in a closed loop fuel status. The engine coolant temp sensor seems to operate fine. Starting at 60 fahrenheit and increasing to where it stops at around 187 fahrenheit. The TPS might be a problem with a reading of 9% at idle. Ill replace however it doesn't seem like it's going to change the fuel status problem. I have replaced the idle air control valve and MAF sensor recently. The O2 sensors seem like maybe they have odd voltages. One is around .9v the other is 3.0v. I dont know much about them however. Idle RPM is off at 900 rpm when spec is 700 + or - 50. My guess is that is the TPS or another sensor. The radiator cooling fan starts immediately on cold start. However I know it has a clutch and that it shouldn't be running on a cold start. It also throws a P0505 code due to high idle RPM. Anyone have any info?

    Update: I looked into O2 sensor readings and found 3v is way too high and it should be around .5v. I'll replace one or both sensors and probably then the engine will go into open loop on a cold start. A fault probably like 3v for the O2 sensor will keep the engine in closed loop to keep the engine cold as a precaution.
