im gonna try and explain this as best I can, but my truck came with a clear wrap over the front of my truck to prevent paint chips I’m assuming. My problem is there seems to be bits of metal underneath and they’re starting to rust and I don’t want it to destroy the paint. So has anyone else ran into this problem and if so what did you do about it?

They probably didn’t clean thoroughly before installing that clear bra, may be tail dust. Toyota doesn’t install a clear bra or wrap on the front from the factory (just near the rear wheels). So this was something done at the “port” or dealer.
Really the only thing to do is remove it, clean and clay bar and reinstall a new one. I’d bring it to the dealer if it came that way, if still under warrantee which I’m sure it is, they should have to take care of it.

Take it back to the dealer and make them do it right.

Only if the Toyota dealer installed it,the O.P has not confirmed that yet.

He said "factory chip guard" so if it wasn't the dealer then it must have been a used vehicle.

Have you tried to clay bar the film yet. Maybe on top/in bedded into film. So called rail dust. Give it a try first, and if it is under film dealers responsibility.

I bought it brand new, seems like from what everyone is saying I have to take it back to the dealer because it’s still covered under warranty
