    Already stated that the water was cranked from the cylinders, after spark plug removal.

    @Maricich_d , you mentioned that you replace the fuel pump? Is this correct?

    Ignition powers the relay. You can disconnect a fuel hose, pull the relay and jump out the contacts to make sure fuel is flowing. So that at least the continuity of the pump and its functions are ruled out.

    Quick disconnect line under the truck, right by the tank.

    Then as you stated before it would be tracing where back to where the voltage is.

    When you put the key in the ignition, and turn it to the "On" position, does the Check engine light illuminate? If so that means that you have power to your ecu and it is on some level communicating .

    I have very little useful to add other than perhaps the obvious observation that there are two EFI fuses, one before the relay and one after the relay. So when you say there is no power at the EFI fuse maybe you are only looking at the second one after the relay and it is the one before the relay that is blown? This dual fuse setup exists on a lot of circuits so it can be very confusing without consulting the wiring diagram.

    Other than that glad you are at least safe, fast moving water in the dark is nothing to sneeze at! Oh and also kudos for being such a good sport with good humor sharing your unfortunate if amusing to others story!

    Thanks for the support! Gotta laugh at it now that it's over! When I turn the key to the on position the check engine light comes on for a bit then disappears like normal.

    Super glad everyone was alright. Was lucky I got it to face upstream so it didn't roll.

    Going to check all the fuses again and potentially through a new fuse box at it. If that doesn't work then I'm assuming I just have to accept it's the ECU. I found a set of refurbished ones for about 400 bucks. Says they are already flashed and they send you an obdII reader to reprogram interrupter. Is that a legit deal or a bad idea?

    Engine is cranking but no start. Sounds like a normal engine. Fuel pump just isn't coming on. I should add the I sprayed alittle starter fluid in the intake and it fired and started for a short amount of time.

    Already tried jumping the fuel pump relay and nothing. I don't have any power at the relay at all (checked with test light and voltmeter, in on position and while cranking). Check engine light does come on when key is in "on" position. Stays solid for about 5 seconds, then flashes 3-4 times, then turns off.

    Have you tried what @Torspd mentioned above? He's dead on correct. The ECM sends power to the hot side of the coil on the relay only with a starting signal or when the engine is actually running. You can bypass the relay completely just by unplugging the relay and shorting the leads. If you have the same symptoms after bypassing the relay, the problem is downstream of the ECM and relay.

    No power to which part of the relay? There should be 2 potentially hot wires. 1 hot wire comes from the ECM during cranking signal or when the engine is running. This is the one that turns on the coil in the relay and you can bypass. The other hot wire should be ignition controlled. With the key in the on position, it should be hot and is the signal that gets sent to the fuel pump. Upstream from the relay I believe it's the two EFI fuses. The EFI fuse should be hot on both sides of the fuse at all times. EFI2 fuse should be hot on both sides of the fuse with the ignition in the on-position.
