I currently have a stock 17 TRD Off Road that I would like to eventually get an Icon Stage 2 setup for plus larger tires.

Would I see much performance increase with the new lift using stock tires?

How bad would it look running the lift on stock tires until it was time to replace them?

Can you run the stage 2 lift at a lower setting?

Would it be better to save for both lift and tires?

If you get icons or any other “adjustable” performance suspension, you can run the front at a lower height but whenever you adjust them you’ll likely need an alignment. So just figure it’s $80 or so to adjust the height.

The stock tires will probably look a little undersized, but if you’re going to get tires soon, doesn’t hurt to put your suspension on. I like to do mine all at once, but that’s just me.

another thing, you have to ask yourself what type of driving you’ll be doing - icon/king & fox are pretty pricey. If you’re going to be on pavement all the time there are less expensive kits that will do just as good “on road”. You’ll really see a difference off road with these kits.

I have icons all around with total chaos ucas and a Dakar heavy pack. I love the ride, but icons have a reputation for being pretty stiff.

At the moment I don't do much heavy off roading which makes me wonder about just going the Bilstein route. Then I read people wishing they would have spent more and had gone with the better kit from the start.

I think I will go the same route you do and save for both kit and tires. This will give me more time to see how much I can do with my stock setup and if an Icon lift is even needed.
