idler pulley

    1999 tacoma trd off road
    i have a led light bar a tailgate signal bar custom stereo led lights on my front bumber
    my 1999 3.4 Lt. Tacoma has a grinding sound my dad thought it was a water pump Bering. after taking it to Toyota they said it sounds like the idler pulley. my question is, is it accessible without removing my custom front bumper. toyota was going to charge 500 to remove the bumber and to just see if it was the idler not even replace it.

    You may want to post pics of the front end and how much room you got with the bumper, i work at ford and charged a cust a extra hour to pull his rear bumper off to fix the back up sensor harness. How hard was it to install? Remember the tech doesnt know how hard it will be to remove then have to reinstall when done.

    thanks they actually called me back and told me that they didnt need to remove the bumber at all so they are fixing it now and they didnt have to take the bumber off. thank you for the help.
