5DB234BB-B501-4737-ACED-A4844F48B0DB.jpg Well I get a phone call from my step daughter yesterday. She asked if I could change her tire she had a blowout but no jack. I load up all the essentials four way, jack stand, and jack. I get there and this is what I encounter. The tire was installed two week prior. The shop now is stating that she has to take it up with the owner ,but the owner is not there because of health issues. What do you guys think?

Yup, take it up with the owner. They should be inspecting the tire to see if there was any damage from her driving or debri from the road that caused it to shred. If they can't find any clear cut evidence, then the tire was likely faulty and they or the tire company should be on the hook for the tire and the body damage if that was from the tread coming off.

The body damage was caused from the separation of the tread. I believe the tire was a re tread.

Looks like a perfect example of a re-tread failure.
