Above the bumper but below the headlights, there is a small metal attachment bar. The headlights actually bolt to it. What is this part called?

Is it bolted to the core support or welded? If it's bolted it's probably a phone call away from a parts counter at a dealer. I couldn't find it on my usual go to partznet.com - this was a close as I could come:
