What is the black plastic molding under the dash on the drivers side?

What is this black plastic molding located at the center console/firewall? Is it part of the cooling system? I didn’t have any luck searching it. Thanks.

 

I would assume based on location that its where the heater core is.

 

Thanks, that’s what I figured. I was hoping it wasn’t so I could mount my CB there.

 

No idea about CBs, how heavy is it, could you use 3m heavy duty velcro, you can get it from office depot, stuffs pretty strong.
