Just bought a new set of Cooper At3 4s tires from Discount Tire Direct and had them mounted and balanced on some TRD wheels at my local Discount Tire. Each wheel has a different set of weights. Is this normal and is it too much weights?

It's completely normal. Every wheel and tire is unique and will require a different amount of weight in different spots to get a smooth ride
