Covers aren't required in any of the statutes I know of. CO statues are all written around placement, intensity, and number of lights operating at a given time.

"Around here" varies within the state. Some places you can get tagged for window tint or fender flares that don't cover the tires or having those tinted license plate covers/not displaying a front plate (not the same places). Just depends on where you are and what enforcement is like there, as you see all of those things all over the place. Just because it doesn't come up doesn't mean it can't or is legal. It can also depend on what kind of infraction it is, as for some of them you can only get hit if they're pulling you over for something else, they can't stop you for that alone. And yes, the Colorado State Patrol (CSP) are the highway patrol that typically operate on state and federal highways.
