Welcome to TW! The brightest cost effective option is to swap your ~1250 lumen H11 bulb with a 2100 lumen H9. The bulb will still appear stock in color and have identical beam pattern so you shouldn’t have any police issues.

You will need to trim the inside tab with a knife to plug them in. See the update in the later part of this thread for instructions. You do not need to trim the outer tab as shown for the fogs. For which bulbs to buy, get a quality German made bulb like Sylvania, Osram, Philips or Volsa. Check they are made in Germany and not China. H9 is one of the highest performing bulbs, there are no high performance H9s. Cost should be around $30 or less for both.

Is the H11 essentially a high beam bulb?

Yes, it is slightly higher power at 65w vs 55w.

Retrofit some HID projectors if you want the brightest you can get, can’t beat that. I have Morimoto FXRs and they’re unbelievable.
