2017 Tacoma TRD Off-Road

I see posts about leveling kits. Tell me if I am assuming something wrong. I measured the frame height (under the front door hinge) and the rear frame (under the gas cap). It's the same... about 15". Also measure the stock fender flares.... both about 36.5".

**** What am I missing???**********
