Cant get a 2019 Off road in red with a sunroof?

I was messing around with the build page and tried to build a 19 offload in red and I cant add any packages above the Technology package without the color being removed.

What gives?

Toyota's website configurator only seems to list what is "available" in your area. Change the ZIP code and notice that you'll get different options, colors and packages available to choose from.
