    Ya I tried all that. Even if I hold it up without hardware, the gap is 1/2 inch or so. Could the 16+ be different than 2015 ? got wrong one?

    That's a possibility. I'd contact them, or save yourself the hassle and just use a flap disc on an angle grinder to gain some clearance.
