Curt style roof basket

    2008 Tacoma Super Duty aka Tundra
    Canopy, fitted seat covers, OBA with self leveling air bags, 100w solar, dual Rhino Rack Pioneer platforms, side & rear LED work/FU lights, CB, cell booster. 7x16 cargo conversion, 3" lift, 7'x6.5' fold down aluminum rear deck.
    Has anyone de-rusted and sealed a curt style roof basket to prevent rust stains dripping onto roof?
    My basket started dripping rust out the top tube where the smaller side tubes are inserted.
    I am trying to figure out how to get as much rust out as possible then pour bed liner or POR 15 into the tube(s) and rolling it around for full coverage and then filling the tube(s) with closed cell spray foam.
    Thoughts, ideas?
