Remove the headlight and then shake it out like a piggy bank.

Something sticky on the end of a piece of wire...

If you're gonna try the tape on a stick, wrap about 1 1/2 wraps of really sticky duct tape on the end, then reverse the wrapping direction, and wrap it against itself, sticky side out for about 2 wraps. If you don't get it in about 3 minutes, pull the headlight.

Try a magnet of some sort. There should be something magnetic at the base of the bulb.

Just curious if you get flashed much running leds.
They look like the black out ones I had but light out sucked they are reflector housings right.

Anywho maybe a piece of tubing and a shop vac some panty hose or mesh pending tube size compared to bulb..
But seems just removing and shaking it is prolly what needs to happen.
I did not reuse the pia bolt inside the fender on my lights but did use nut and bolt on top tabs for holding spacing.

Also rember that if you shake it toooo much your playing with it!
But it’s yours do what you want.

Sorry I was thinking a headlight bulb?
The vacuum thing and shaking it still apply!
I did get this to cover the delamination on my aftermarket sport headlights.

It’s a real small led the runtime so the shop vac maybe a fantastic idea, last time this happened I tried a magnet and one of those lil claws and lost it inbetween the headlight  this kinda stupid stuff makes me loose it

Having been faced with a very similar issue with a backup light bulb on my son's Scion tC this past weekend, I can tell you that small magnet on the end of a flexible rod will attract the contacts on the base of the bulb. (I think mine came from my friendly, local Snap-On guy.) If you're very careful, you should be able to pull it back out that way. Good luck!
