what ,if any issues, would result from having the flywheel resurfaced and the step portion eliminated??

could this cause the clutch to chatter on start up in first gear?

    Welcome to TW.

The step should be maintained. When properly done, a resurface job should apply to both surfaces and maintain the Toyota spec of 0.5mm step. No or less step would be the same as using a thinner or worn down clutch disk, less ultimate clamping pressure. The release point will also be altered.

In extreme high performance cases folks have been known to "adjust" the step height (up or down) for some desired effect with a custom clutch setup.

I had a machine shop incorrectly do the step on my clutch years ago. I didn't know it at the time and wasn't smart enough to measure it when I got it back. Step was too small basically.

It chattered a bit when I got it installed, but worked for about 40k before it started slipping on climbs. Replaced the clutch and had the flywheel machined again by a different shop and they caught the error. Lesson learned.
