I am a new Taco owner, 2018 limited. the Dealer installed a cargo extender, but the tie down staps where it locks in to the tailgate are too short. the dealer anchored the tie downs on the top rail. should they be on the bottom rail? then they would reach. how can i move them? must i take a rail out? thanks!!

Yes, they should be on bottom rail. Most likely they installed the whole thing upside down. You could have them fix, of you could flip the whole thing over, by unscrewing it yourself. I would take it back, if not to much of a pain/distance.
