Did you try calling the customer service number through Toyota?

How long ago did you receive a notice card in the mail? Or did you go on your own volition?

If the deadline was missed because you drug your feet, IDK what to tell you. If it was the first time a dealer could schedule you in, that's a separate story.

Do you know what a TSB is it doesnt mean that you'll get anything for free. Also TSBs never expire. Some even come out for vehicles over 20 yrs old well out of any warranty.

Yep, like for my ‘94 Toyota Pickup, there was a TSB on the steering relay rod something like 10yrs ago; roughly 15yrs after the truck was produced.

OP- call customer service, be polite, professional, and ask if there’s anything they can do to help. Be grateful if ANY assistance they can offer, you’ll get much further than if you call and complain.

Regardless, thank them very much for their time and tell them to have a nice day. If you don’t get what you need, try again the next day, maybe a different dealer.

You catch more flies with honey...

I wrote Toyota customer service when the local dealer kept stroking me for weeks on the leaf spring recall and told them I'm looking at Fords. The next week my springs miraculously appeared at the local dealer! They rolled out the red carpet.

So I called and they are looking into it...thing is I just looked at the history and a dealership looked at the truck 6/17 and didnt look over the frame at all...they would have noticed the big hole and it should've been taken care of then. I have the full service docs and it's never been mentioned once, it's got a peach size hole in it...that didnt just happen over the past year.

No manufacturer is required or has to cover anything for a TSB

This comment really shows your lack of understanding of what a TSB is.

Just keep talking with Toyota I think you are on the right track. Like was said before just keep your cool with them and explain all your evidence, you may even want to take pictures of the frame and email them. Also if Toyota approves it and the dealership you go to starts acting like jerks I would ask for it to be handled at a different dealer. Go into the new dealer and explain the situation and give them the chance to earn you as a customer. Dealers are very competitive and want to get customers no matter what. If you go in with an attitude of this is your chance for me to bring you repeat and consistent business they will make sure you are treated right.
