    Can ya get a closer pic of the wires n connector...looks like a headlight connector...
    Remove the tape ...follow where it goes...tape it back after...

    All you have to do is find a part number, then look it up on Toyota parts deal and it should tell you what it powers

    Its a junction connector. Its not missing anything. All the pins in the connector at tied together, its for shared grounds, power or communication.

    edit: Took another look at the pic, it might just be a dummy plug.
