Okay my wife was driving my tacoma and a lady backed into her in a parking lot. Turns out the lady didn't have insurance.

My question is if I file a claim, and we are not at fault, will they raise my insurance rates?

Being that you were not at fault and you have the coverage I would go for it, at least for me. This happened to my wife a coupel of years ago and there was no impact to your rates, we are through state farm.
