Fan speed only works on HI

My climate control fan will only work on HI. For example, OFF LO and the first two notches do nothing but once it goes to HI it’s on full blast. Has anyone had this happen or know what it is wrong?

I’m not sure it’s a switch issue because when I go from OFF to LO the A/C light will come on so the switch appears to be working. I feel like it did this intermittently for that last year or so but I thought I just couldn’t hear the fan due to road noise/radio but now it’s pretty consistently a one speed switch.
