looking at your picture there is still weight on the bottom bolt !!

As long as the weight of the truck is on the bolt it is not coming out very easy

The frame needs to be supported as well as all the weight off the spring there is a sweet spot it might take a few trys.

This is why two floor jacks come in so handy.

Where I live rust is so bad I just buy new shackle kits and cut everything off

I cut mine off with an air powered cut-off wheel. Took about five minutes.

We tried everything else we could think of to no avail.

Is your axle resting on top of that block of wood?? I hope not and hope that your frame is totally supported by jack stands that I don't see.

If you have that block supporting the back half of your truck and you remove/cut the shackle.... you will be in a world of hurt.

Cutting loose an angry, powerful steel spring under tension?
    What could go wrong?

I hope the OP reads this stuff before going all Hulk to remove the rest of that shackle... I don't even want to think about what would happen if someone was under there banging away when things give.

Think twice. Then think twice again. Then ask someone else to cut it!

Just put jack stands under the frame and block the fron wheels before cutting.

That spring is gonna snap up once that bolt is pulled if you do it like that. Gotta let the axle sag with the weight off the springs.

    A few.
    What they said.

Support everything properly, then get the tension and compression out of the system. Put a big block of wood on the outside of the spring, and tappy tap tap with the percussive persuasion tool. Maybe a punch or smaller diameter bolt to send her through the bushings.

If the weight is off it, it should slide right out. Atleast the oem ones do anyways.

what is said above, in addition to that if it's hard to come off a trick i've learned over the years is to pry on the bolt while using an impact to wiz it out. Put a pry bar between the shackle and bushings and pull the bottom shackle connection towards the drivers side of the truck as you zip it out with the impact and it should start to unthread.
