Do the mounts have any padding within them? My bumper is powdercoated and would hate to rub that finish off.

This is actually a good question. I can’t say for sure on OP product but I can give you an example of what I did on my old Jeep. I decided that I was going to mount the highlift on the hood. I was concerned that the metal on metal contact between the mount and the hood would wear out the paint making it unsightly if I ever took the mount off. What I found effective was making a rubber gasket out of an old floor mat that I cut to size where the mount and the hood made contact. It was cheap, quick, unnoticeable, but most importantly damn effective at not only keeping the paint intact but also avoid any squeaking or grinding noise coning from the area.

    Hope it helps.

One last thing. I believe that the mounts OP is selling are aluminum. This is a much softer metal and should not cause much damage in the event it ever did come into contact with your nice bumper.

There’s no padding, and if mounted right on the hoop it will likely damage it slightly. I’d recommend making some sort of rubber liner out of a bike inner tube or something.
