My AC control unit does not blow air (cold or heat) until it is set to maximum speed.

I took it out today and the (blue/white stripe or blue/yellow stripe ??) wire at its connector looks like it burned. I am not sure if this is the problem or not. I am not sure if there is a fuse for the fan speed either.

I can turn on/off the AC no issue, the air direction works, it's only the fan speed that is faulty again the air only blows when the knob is set to maximum.

Can you guys offer a suggestion? Searching the forum didn't bring up any related hits.
