My rear driver side bed/quarter panel was slightly bent and scratched in a fender bender - very minimal. The repair shop is saying that minimal filler will be used. I don't know anything about body work...they told me that even new vehicles have filler to smooth the metal surface. Since insurance is paying for this, I want it done right without care for the cost and I was concerned about the repair vs purchasing a new panel from Toyota. They said even the new panel would require some filler for a good paint job. Is this right? Thanks!

A new Toyota panel should not 'require' filler.
