Just how did you get to this point??

You tested the new pump before installing ??

You say the Circuit opening relay tested good.

As the contacts are closing when the engine cranks meaning the problem is between the relay and fuel pump.

poor connection physical damage to the wires !

I'd check the following if you haven't already.

    - Are you getting power to the pump itself? I believe the 3.4 only powers the pump when cranking, so you'll need a helper. Test at connector on top of tank.
    - Make sure pump is connected to wiring inside of tank.
    - Check the fuel hose connection to the pump itself inside the tank. A leak could cause low pressure and prevent starting.
    - Clogged fuel filter. Less likely but possible since you messed with the tank and could have stirred up some gunk from the bottom and sucked it up.
    - Hot wire the pump directly to the battery to confirm function. I would use a fuse same size as factory if doing this.

If none of the above works give us some more details.
    - What prompted you to change the pump? I'm presuming it died.
    - Did you change anything else out while putting the new pump in?
    - Truck ran fine before the pump died/was changed out?

    Good luck
