NEED HELP on lift height 2009

    I am removing 9yr old shocks with 1.5" spacers and 2 inch blocks rear on a 2009 tacoma access cab and replacing with bilstein 5100 and emu 885 front and new leaf springs rear on recall and 5100 shocks with the 2" old blocks. Issue is after installing first side the center hub to fender measurement went from 22.75" front 24" rear to 24.25"front 25" rear. From what I've read that measurement is taller than a 3" lift should be. I looking for any info that would be helpful.

    Is the shock / spring combo wrong?
    Am I over reacting and the measurement are ok?
    Does it take a while to settle out?
