I have an 18 access cab SR. Is there a way to add seats and belts to the rear without spending a fortune for OEM parts?

Find a wrecked one that you can pull them from.

Finding a wrecked one would probably be the best way there are a lot of small pieces that you need like bolts, brackets, etc. I assume all of the holes to mount everything will be where you need them. I took mine out of a Gen2 but I left the side seat belts in place and put all the bolts back in the holes in case someone wanted to reinstall them later.
