Rattling coming from front bumper brackets?

The brackets that connect the front bumper reinforcement to the bumper cover have started to come loose and vibrate. I think this what is causing a mild but very annoying rattling under power as slower speeds. This is very annoying and I’d like to remedy this but they are riveted on instead of through bolted. Could I just throw a self tapping sheet metal screw(or stainless through-bolt) in each one to tighten them up or is there anything inside that bar like an airbag sensor or something? Has anyone else had this issue?
