High idle to high and low reving, to losing powersteering

2002 toyota tacoma red

my engine keep revving up and down, then when I slow down or am at a lower gear (I drive a manual 02 Toyota Tacoma) the power steering is lost too but it fluctuates

it has been sitting for a while now at my parents I just replaced the alternator, and started it for the first time in months, when i first started the truck it fired up imediatley and was reving really high as to where a normal conversation couldn't be held outside of the truck, and as i drove it that is when it became alive and started ghost reving, soon which after i lost my power steering as I slowed down to make a turn
anyone have any ideas, like maybe its just clogged up and needs some cleaners sprayed in?
