Put Kroil on and tap with the handle of a screwdriver. Nothing hard needed. Maybe repeat this a few times each day. Then take hand impact driver and try to TIGHTEN it. Then reverse direction and loosen. Back and forth. It will come off with this method.

Well, I got it AND salvaged the bolt.
Soaked top of bolt & exposed threads underneath w/ PB blaster while I was changing spark plugs.
Tried it & still wouldn't budge.
So I used MAP gas & torch to get the welded in nut underneath pretty hot. It came out easy enough w/ a breaker bar & a new torx bit.
I cleaned up the rusty bolt on the wire wheen & put anti-seize on the bolts I took out.

    Appreciate all the feedback!

Aux back up lights, Bed lights, Re-located trailer plug, Good dooby, a.k.a. jumper cable mod, Heated seats, back up camera,
Tighten it some first, then back it out. Pull any rust on the threads apart before trying to pull it through the threads.

Induction heaters work extremely well, especially in tight places where you don't want open flames.
