Need some help diagnosing this sound. I have no codes, no indicator that the engine fails, literally zero functional problems. But this sound is not indicitive of a 100% engine as my neighbour has the same motor and is MUCH quieter.

Heres a video of me going around the engine bay https://youtu.be/v3VxLzFWvJU

Sounds like a pulley or bearing to me.

    Yes
Sounds like the pulleys. The tick is completely normal. Pull the serpentine belt off and start it and see if it still makes the same whining noise. If not you’ve got a pulley(s) to track down

I agree with Gilmore here, check your idler bearings, spin every component that the drive belt turns. Water pumps are known to make strange noises also.

get a set of ears, but that sounds pretty loud and determine what pulley is making the noise! Definitely bad bearings in one of the pulleys. Like mentioned before take the belt off and see if you can wiggle any pulleys back and forth for play.
