my 1997 Toyota Tacoma 2.7l has an high idle problem I have cleaned the throttle body and changed the thermostat. I need to get it to smog was told the idle is to high to smog, help.

Try cleaning the MAF. When its dirty you can run rich. Also next time you take it to be tested try dropping in a bottle of dry gas (ethanol based).
