When I used to work for the county highway department and plowed snow I dealt with the same issues. I'll never forget going down this one stretch of road seeing a whole family shoveling the snow in the street. Blew past with the plow pushing it back into their driveway second pass around they shoveled it back in the street which ended back in there driveway you think they'd get the hint not too. But can't help stupid I guess

These same people had a huge yard to throw there snow but chose the street.

I think it is a learned behavior one sees their parents do that very thing from seeing their parents back in the day they lived in a Row Home with a yard about 4'x16' or so .

Move to a home in the suburbs 3 generations later now have a big yard lots of room still shovel or blow the snow in the street .

just a theory .

I have been lucky to for the most always live in the country my only living in town was less then a year and the back yard bordered on a National Forest so I could put up with it for some time.
