Techstream TPMS issues with 2019 Tacoma

I'm having issues programming the TPMS sensors in for my winter rims on my 2019 TRD Sport.

I was able to program a second smart key/remove the one that was stolen when I first bought the truck, but I get the DC3 error when attempting to write new TPMS ids.

I'm using current version techstream with a MiniVCI cable. Am I missing something?
