Need help with high idle

    White 2001 sr5 2.7l 5-speed manual
    I recently purchased a 2001 sr5 2.7l that was totalled. I replaced all the parts in which it needed to run but I started to notic that it idled high (1900rpm) and once I started driving for a bit and pushed in the clutch the truck would bounce from 1000 rpm to 2000 rpm, I've torn apart the throttle body and cleaned it out along with the IAC, plus I replaced the throttle positioning sensor and still no luck. Ive sprayed every vacuum hose with ether and it never Idled up. This truck had sat out in a mechanic's yard for about 3 years without a hood so its nearly impossible to troubleshoot what the issue could be. Any suggestions or comments?

    Did you also spray around the intake plenum? Is the throttle cable adjusted correctly? is the butterfly valve adjusted correctly by the painted set screw?
