I noticed while inspecting under my vehicle, '99 SR5, this spring holds no tension but the cable returns on its own without any tension applied by the spring. The spring is not seized, it moves freely. I guess it is broken. I am unable to determine what this spring is called so I can order a new one. Parking brake tension spring? Cannot locate on parts diagram. Any help would be appreciated.

It keeps tension on the cable

When the cable is released .

In essence it holds the handle against the Parking brake switch
