power keeps going out in neighborhood

    The power keeps going out in my neighborhood. Typically takes 8 hours to get it back on. The power company says the same thing every time. "There was an Emergency Outage" and "Power will be back on soon". This time around they have 14 trucks out there to fix whatever is broken.

    What obligation (if any) does a power company have to provide electricity?

    That’s a very gray area. Many factors come into play. Current weather is the biggest factor on their obligations to get it up and running ASAP. The state you live in will vary from others on laws etc as well.

    Weather is sunny this morning. It was cold but not enough to freeze. all the power lines in my area are underground. State is Virginia.

    If it's not your drop, no way to tell. Endeavor to be self-sufficient, install some backup, which will add more to the value of your home than it costs you.

    Underground faults take much more time to repair. Finding them is also more time consuming then finding overhead lines that break. Then you need staking [mandatory] and digging equipment. If a padmount also goes down then that takes more time to go pick one up and install.
