Blower motor

    2007 Tacoma 4.0l Manual
    For the last couple days the air would not come on at start up. It finally comes on after running for about 5 minutes. About a year ago the same thing happened and I replace the relay which worked. About 6 months ago it happened again and I replaced the blower motor resistor which worked but now it is happening again. Does this sound like an electrical issue or a problem with the blower motor itself?

    Need more info.
    1. Only works on high
    2. Works on all speeds EXCEPT high
    3. Doesn't blow on any speed.
