Assuming you have a USA Tacoma, the 1st easiest thing to check is the headlight indicator on the dash. It is powered by the right low beam circuit when on low beam and the left high beam circuit when on high beam. If the indicator goes out when switched to low beam, then the problem is fuses, or relay or something upstream from the fuses. If the indicator remains lit but the low beam headlights are not lit, it would be burned out bulbs or a wiring problem between the fuses and the headlights. This is all assuming that the headlights go completely out when switched to low beam. If they always stay on high beam, no matter the dimmer switch position, that's a different problem.

When i turn on the headlight on the first turn its DRL's and they dont come on at all and the same for the other two turns on the switch. I can turn on bright lights on. My fogs lights, brake lights, and turn signals work. No DRL's wprking or low beams. Have checked all fuses amd they work. I switched one of the relays fron the with the one that says head on it an on that says ac skt fron the small relay box behind the fuse box. Its still doin the same thing.

I'm sorry, but I got almost no useful information from that post. One thing I need to mention. I have a 2006 and wiring diagrams for a 2006. In 2006, they didn't have the DRL position on the stalk, so I can't help you with the DRL. Everything else is the same.

    1. When you turn the headlight switch on, exactly what is lit? low beam? dash indicator? Taillights?
    2. Now, flip the lever to high beam. I'm NOT talking about the flash to pass. What is lit? High beam? dash indicator? taillights?

The "other" relay that you need to verify is a "change-over type". It routes power to the low fuses, then when switched, to the high fuses. There's only one of those in the fuse & relay box.
