That yellow covering generally means the segment is part of the SRS system. The cover is a blank that was used over a switch located there to turn off the passenger side air bag, and is called the airbag cutoff switch. Either someone has removed your switch and replaced it with the blank cover or the switch was never included when your truck was manufactured. It is not uncommon to manufacture and install a wiring harness that could apply to several trim levels.

Here's a few quotes from an older thread.

Double cabs don't have the switch as there are two full seats. The access cabs and single cabs have them.

You're all correct if you're referring to the 05-09 models. I guess they began eliminating the passenger airbag cutoff switch from the regular cabs with the 2010 model. So only the Access Cabs have the shutoff. The standard cab and DC do not have the shutoff. Someone with a 2010 regular cab just posted a few days ago about why he didn't have the switch. And I confirmed it in looking at Toyota's website (of course, it shows the 2011 but still no cutoff switchfor any config other than the AC).

So I was at the pick a part the other day and saw one of these switches. Knowing that the wiring was already there I decided to snag it. ($2) I installed it in my DCLB in the parking lot of the pick a part. Turns out even if the wiring is there, it still wont switch it off. But to those that dont know, it looks like it's supposed to be there.

Cover the passenger airbag label and instead, put "Passenger Ejection Seat". Then you can have some fun with your passengers!
