    I'm gonna take a guess that's it's for the new 2020's and rather than making separate fenders with a cutout for the TRD snorkel they just add some plastic filler piece for trucks without it. Would also make it easier for dealers to install the snorkel as an option.

    idk if I'm right, but seems likely to me.
